Status

Early Development

  • Advocating for CO₂ Non-Pipeline Transport in two directions: as a solution to decarbonisation in Pembroke Dock and Milford Haven; and as a key enabler for large scale hydrogen infrastructure to support fuel switching across South Wales
  • Identifying and addressing the challenges facing industrial electrification, including the ongoing uncertainty around grid reform and data centres and how SWIC can align the needs and opportunities for digital transformation with the decarbonisation of industry
  • Promoting circular economy principles across South Wales, including to Welsh and UK Government at the highest level
  • Supporting the Clean Growth Hubs as forums to communicate how Wales will decarbonise its industry and the role of individual communities in delivering this ambition

About

SWIC is a South Wales partnership between Welsh industry, energy suppliers, infrastructure providers, academia, legal sector, service providers and public sector organisations committed to a low-carbon economy.

As part of Net Zero Industry Wales (“NZIW”), SWIC’s main aim is achieving net zero and at the same time reversing the decline of heavy industry in South Wales, creating economic prosperity for Wales.

NZIW and SWIC are working to support the development of net zero manufacturing in the UK by developing low-carbon electricity, hydrogen and CCUS infrastructure in Wales. Their work will encourage investment in new, low-carbon technologies that will inspire research, innovation and attract inwards investment from both the UK and abroad.

SWIC’s activities focus on 2 streams of work:

  • The Cluster Plan built around five core enablers: energy and resource efficiency, fuel switching, clean growth hubs, carbon capture utilisation (CCU), and carbon capture and storage (CCS).
  • The SWIC Phase 2 Deployment Project (which started in March 2025) advances engineering studies for large-scale decarbonisation and infrastructure development.

As we move into 2026, SWIC is supporting the development of Clean Growth Hubs to address local needs and support delivery of initiatives like the Pembroke Net Zero Centre, Milford Haven CO₂ Project, Pembroke Port Renewables Terminal, Future Port Talbot, and HyLine Cymru.
