Potential future funding allocation frameworks for CCUS

This study, carried out by Baringa on behalf of the CCSA, gathered CCSA members’ views on how the allocation of funding for CCUS in the UK could evolve during the industry’s transition from full government support to a self-sustaining industry.

Through workshops and a survey, members were asked for their views on how the CCUS business models and their allocation could be changed and what impacts any changes might have.

The report documents a broad spectrum of feedback provided by CCSA members, and uses these views and suggestions to inform recommendations, challenges and enablers that could facilitate the required growth of the CCUS sector. It is not intended to provide a comprehensive roadmap for the future of the CCUS sector in the UK.

Feedback suggested that government’s role should evolve towards being a facilitator of market development, but that support would still be required through the market transition.

The report suggests that:

  • A focus on refining capture allocation and opening transport & storage network access, rather than business model changes, can accelerate CCUS delivery and optimising cost efficiency
Evolving the regulatory framework for transport and storage could bring opportunities for increased pace and scale of storing CO2 volumes.
