Markets & Mandates: Executive Summary - CCSA

The Markets and Mandates project was a collaboration between the CCSA, Oxford Net Zero and Carbon Balance that explores the long-term policy options for catalysing investments in carbon storage response. This project was at the request of government and industry, which included the Department of Energy Security and Net Zero (DESNZ), the Minister and the CCUS Council.

The work undertaken responds to an interest in exploring carbon storage mandates such as a Carbon Takeback Obligation (CTBO). It considers current government policy for carbon storage deployment, as well as potential long term policy options that include a carbon storage mandate. It does not seek to evaluate the effectiveness of CTBO in comparison to alternative additional policy tools.

CCSA members and other stakeholders were convened to discuss in workshops the impacts of potential future policy scenarios for accelerating the deployment of CCUS.  This included a workshop of an international group of subject-matter experts at COP 28 in Dubai.  These activities were supplemented with engagement with a broader set of CCSA members through our Regulation and Policy Working Group and one-to-one conversations.
